How we judged

Defence relevance: does it filter out fire engines and office furniture, and say why a notice is defence work? NATO and national coverage: which EU, UK, NATO agency and national sources does it actually index, per its own coverage pages? Qualification depth: does it help decide whether to bid, with cited document evidence rather than a bare score? Collaboration: pipeline, owners, comments and recorded decisions. Integrations: API, MCP, CRM, Slack or Teams. Pricing transparency: published prices, trial and contract terms. Data portability: can you get your work out when you leave?

We did not score accuracy of alerts, because that needs identical test notices run through every product, which vendors’ marketing cannot substitute for. It lists direct feeds from OJEU/TED, MOD eNotice, Contracts Finder and Delta eSourcing, UK defence spend analysis and 19,000+ frameworks, and it holds ISO 27001 and JOSCAR. It ranks second because it is genuinely defence-specific; it is not first because its listed plans are scoped to UK and Ireland, it claims no NATO agency sources, and pricing is quote-only with a one-year minimum.

For defence work it lacks defence relevance classification and NATO agency sources, which is why it sits below DCI for this reader despite broader European reach.

Its coverage page lists more than 4,000 European portals, and briefs answer questions with references to the document text. It is the cheapest paid option here with unlimited seats. For a defence supplier the gaps are NATO agency sources, any defence filtering, and the lack of an API or documented data export.

It is excellent at UK account-based selling: pre-tender signals, expiring contracts, spend and buyer contacts, synced to your CRM. Defence is covered through a UK MOD landing page rather than a defence product, and there are no NATO agency or continental national sources, so it ranks low for a European defence supplier.

Its UK spend and framework depth is the best on this list, and it publishes a UK defence procurement tracker. It is a research database rather than a bid tool, covers the UK only, and has no pipeline or generative AI, which puts it last for this reader and first for a different one.

Which one for which team
[ FIT ]Most defence suppliers do not need all six. If you are a small team bidding into two or three European ministries and NSPA, the question is whether a tool finds those notices and helps you decide quickly; see tender software for defence SMEs. If NATO agencies are your main market, read NATO tender monitoring tools first, because coverage there is thinner than most vendors imply.

Before you sign
[ 08 CHECKS ]Questions to put to any vendor, including us.
- 01Send five notices you bid on last year and ask whether the tool would have found each one, from which source, and when.
- 02Ask for the source list, not a portal count: which NATO agencies, which national platforms, and which are live today versus planned.
- 03Ask how a sparse notice is scored. A missing clearance or eligibility statement should be shown as unknown, not treated as a pass.
- 04Check the contract: minimum term, auto-renewal, notice period and whether prices can rise at renewal.
- 05Find the export: what leaves the product as a file or through an API, and what the terms say happens to your data at the end.
- 06Price the whole team, including the engineers and reviewers who only need to read a brief once a month.
- 07Ask where data is hosted and which AI providers process tender documents and your company profile.
- 08Run a two-week trial on live work, not the demo account.

Software that collects public defence and security procurement notices from official sources, filters them to what a supplier can deliver, and helps the team decide whether to bid. The better tools also read the tender documents, track amendments and keep a record of the decision.
02Which tender software covers NATO procurement?
Of the tools in this guide, only Defense Explorer indexes the NATO Support and Procurement Agency (NSPA). None of them indexes NCIA today. NATO agencies also publish on their own portals, which are free to monitor; see our NATO tender monitoring guide.
03Is there free defence tender software?
Defense Explorer has a free Scout plan, Stotles has a free tier focused on UK and Ireland, and official portals such as Find a Tender and the NSPA eProcurement portal are free to use directly. Free tools cost time in filtering, which is usually what paid tools sell.
04Why is Tendify cheaper than defence-specific tools?
Tendify sells a general European tender tool at a published promotional price with unlimited seats. It does not add defence filtering or NATO agency sources. Whether that trade-off works depends on how much of your pipeline is defence work.
05Can I get my data out if I switch?
